Because of the multiplicity of varieties of 'official' stamps produced in previous years by overprinting pictorial and commemorative stamps it was considered desirable on this occasion to produce a special set of "official" stamps.
It was, however, considered desirable that such an issue of "official" stamps be quite distinctive in appearance from those used for ordinary correspondence. The stamp designs depicted an informal portrait of Queen Elizabeth II set against a background pattern made up of the letters "N" and "Z".
