As an Officer of Arms (Herald) Phillip is a member of the Royal Household. He designed the insignia of the three New Zealand Orders and a range of other decorations and medals instituted by Queen Elizabeth II. He is regarded as an authority on honours systems and matters relating to the monarchy. He attended the Queen at events during her visits to New Zealand between 1977 and 2002.
